從社會排除到社會融合之路-以社會企業解決藥癮更生人就業問題為例

       藥癮更生人就業問題一直是我國政府施政的重點之一,但以統計數據來看,雖然政府投入相對多的關注與資源在藥癮更生人就業議題上,似乎仍無法將其失業率降至與一般民眾失業率水準相同。在前述情形之下,本研究則是開始聯想到「社會企業」這個新興的概念。本研究所選擇的研究對象為財團法人利伯他茲教育基金會所附屬的社會企業(七品聚實習餐廳、心聚點人文咖啡小棧和九個菓子銷售工作坊) 。根據本研究資料分析之發現,主要有四項:即藥癮者回歸社會後受到之排擠現象並未改善,甚至有比以前更嚴重的現象;穩定的工作、家庭的支持與心理諮商輔導,對藥癮者仍是非常重要的;提供職業訓練、給與適當的關懷和陪伴,將有助於穩定其工作狀況,以及日後轉銜到外部職場;非營利組織在發展社會企業過程中,必須隨時提出妥善的因應策略才能永續經營。

 

● English Abstract:

 

     The employment issue of drug addicts has been one of the priorities of the government's governance. However, according to statistical data, although the government has input relatively much attention and resources in this issues, it seems still unable to reduce its unemployment rate to the same level as the general public unemployment rate. Under the circumstances described above, this study began to think of the emerging concept of "social enterprise". According to the findings of the analysis of this study, there are four main reasons: that the drug addicts have not improved after being returned to the society, and even have more serious phenomena than before, stable work, family support and counseling are very important to drug addicts, providing vocational training, giving appropriate care and companionship is helpful to stabilize their work status and future transfer to external workplaces, non-profit organizations must propose appropriate response strategies in the process of developing social enterprises in order to continue to operate.
