家庭暴力防治社區紮根初探-彰化縣推展經驗與成效 A Preliminary Study of the Foundation for Domestic Violence Prevention and Control in the Community-Promotion Experience and Effectiveness in Changhua County

  本研究旨在探討家庭暴力防治社區紮根在彰化縣推展之經驗與成效,研究途徑包含文本分析與焦點團體訪談。訪談以實際參與家庭暴力防治社區紮根計畫之社區與實務工作者、專家學者等26 人為對象。研究結果有六,一是本計畫歷史發展有6 個階段。二是計畫過程,包含運用策略管理、招募社區、組成「社區防暴培力師」;第三計畫執行有六個步驟,社區培力研習、加入誘因、分析人口與人文特性、篩選社區加入、確定分工、實地培力;第四創新與在地化,包含結合在地社區產業設計反暴意象、因地制宜的防暴宣導;第五成效與影響,包含提升反家庭暴力社區意識與察覺;「社區防暴培力師」紮根社區、建構社區支持資源初型、第六部分遭遇問題與挑戰,包含計畫執行時程與競賽壓力、防治成效需長時間考驗、通報統計解讀迷思、補助經費無法擴增,影響社區加入意願、志願人力工作負荷大、理事長任期變動,延續計畫充滿變數。本研究建議,第一本計畫需定位為持續性計畫;第二實務面,需對社區長期陪伴與輔導、打破參與迷思、補助經費穩定、初級預防需持續推動、多元與創新性宣導、建立人力培力機制、因應理事長任期變動之配套措施;最後是重視參與和未參社區之差異、通報率高低因素研究等,以累積本計畫在扮演初級預防角色功能的實證基礎資料。

 

● English Abstract:

 

     The purpose of this study is to explore the promotion experience and effectiveness of the foundation for domestic violence prevention and control community in Changhua City. The research paths include text analysis and focus group interviews. The interviews targeted 26 participants, including communities, practitioners, experts, and scholars who were actually involved in domestic violence prevention and control programs. There are six research findings: 1. The program history development consists of six stages; 2. The program processes include the use of strategic management, community recruitment, and the organization of "community domestic violence prevention empowerment persons"; 3. The program execution consists of six steps: community empowerment workshops, the incorporation of incentives, the analysis of demographic and humanistic and cultural characteristics, community inclusion screening, the confirmation of division of labor, site empowerment; 4. Innovation and localization, including the combination of local community industry design of anti-violence imagery and anti-violence advocacies that suit local circumstances; 5. Effectiveness and impacts, including improving anti-domestic violence community awareness and perception", establishing a foundation for "community anti-violence empowerment persons' in the community, and constructing community support resource prototypes; 6. Problems and challenges encountered include program execution schedule and competition pressure, long-term testing of prevention and control effectiveness, the myth of notification statistics interpretation, failure to increase subsidies that in turn affect the community's willingness to join, the heavy workload of volunteers, changes in the chairperson's term in office, and a continuation program full of unpredictability. The study recommends: 1. The program should be positioned as a "sustainable program"; 2. On the practical side, it is necessary to provide long-term companionship and guidance to communities, break the myth of participation, provide stable subsidy funding, continue promotion in the early phase of prevention, conduct diverse and innovative advocacies, establish human empowerment mechanisms, and devise supplementary measures in response to changes in the chairperson' s term in office. Finally, emphasis should be given to differences between participating and non-participating communities, research on factors contributing to differed notification rates, etc. in order to accumulate empirical evidence pertaining to the program's primary preventive role.
