隨著社會變遷及結構的改變，犯罪類型日趨多元與複雜，少年犯罪、婦女犯罪與被害、兒童虐待等問題經常在新聞媒體中被揭露，也引起社會大眾極大的關注。這些類型的犯罪都具有其獨特的特質，因為身份的特殊，因此在處理上應該異於一般的成人犯罪行為，基於保護弱勢及特殊身分族群的理念下，警政體系應有不同的做法。 目前在各縣市警察局分別成立了刑警隊、少年隊及婦幼隊，專職不同的犯罪類型與對象，但是案件類型複雜，單由對象或是犯罪類型的區分有其釐清上的困難，因此造成三隊在勤業務上的分工有困難，本研究透過個案研究法及深度訪談法，了解在實務運作中，如何調整組織架構將會最有利於勤業務的分工。 本研究立即可行之建議是先確定三隊的工作領域與培養專業職能，以發揮組織效能，同時流通刑警隊、少年隊及婦幼隊之部分組之功能，以整合資源與強化工作效能。中程建議是制定犯罪預防績效制度，與偵查績效制度二元並進，同時積極協調官方或是民間資源的介入與協助。遠程建議則是調整縣市警察局層級之刑事偵查體系，以統合犯罪偵查之資源與能量，並且在各縣市警察局成立犯罪預防科(課)，以統籌辦理犯罪預防的工作。
● 英文摘要：
With the changes of society and social structure, the types of crimes become more and more multiple and complicated. The problems of juvenile delinquency, women crimes, victim and child abuse are not only exposured in the media, but also hold public attention. These types of crimes all have their specific characteristics. Because of the specific identification, the treatment about them should be different from a general adult crimes. The public should have different organization to deal with these kinds of cases based on the concept of protection of the weak and specific ethnics. In the current time, every police department had established its Crime Investigation Brigade, Juvenile Delinquency Prevention Brigade and Women Police Brigade？？s, and each of them has deal with various crimes and criminals. However, the types of crimes are so complicated that it？？s hard to divide their affairs by the types of crimes and criminals. This study adopts case study and in-depth interview to realize how to adjust the structure, and it will be benefit to divide their affairs in the practice. This study suggests three kinds of measures, these are short-term, middle-term and long-term measures, the short-term measure is to confirm their work field and elaborate the efficiency of organization, so that they can develop their professional ability. At the same time, to exchange part of their advantages, so that they can integrate resource and strengthen the job efficiency. The middle-term plan suggests to order the rules both of crime prevention achievement and investigation achievement. Besides, to coordinate the intervention and assistance of the official or local resources. The long-term measure is to raise the level of criminal investigation in the police department, so that they can integrate the resources and strength of crime investigation and then to establish the Division of Crime Prevention to deal with this kinds of jobs.
