The introduction and application of CCTV are from the point view of reducing crime and improving safer society. However, on the other hand, it intrudes citizens’privacy and human right substantially. It requires empirical-based studies to examine in which way is more adequate than the other. In particular, the effects of CCTV and its impact on crime and criminals should be explored first to further discuss the cutting point for safer community or protect citizen’s privacy. As a result, the aim of this study will explore the following issues: 1. How about the area(district) crime prevention effects after the installation of CCTV？ 2. The effect of CCTV on crime occurrence？ 3. The impact of CCTV on theft offending？ 4. The impacts of CCTV on violent property crime(robbery)？ To achieve above goals, the study attempts to explore the effects of CCTV in three metropolitan area(Taipei, Taichung, and Kaoshong city) through secondary analysis of crime statistics, the installation time, location of CCTV and hot spots of crime. It is expected that the real effect of the change of crime rate and /or hot spots of crime after the installation of CCTV can be explored. In addition, the study will explore the effects of installation of CCTV on crime rate by using single subject design. Further, the study conducts a serial of interviews to 6 habitual offenders and 6 robbery recidivists so as to understand their cognitions of CCTV on crime occurrence and crime preventions. And, finally the impacts of CCTV on their decisions for crime actions are expected to be explored.
