According to data collected from the majority of public opinion surveys carried out in the past, its clearly seen that the general public are extremely concerned about the deteriorating state of public order. While, in fact, based on police statistics, there has been no significant increase, there are certain kinds of crimes which we should be more attentive of, most significantly being the continued occurrence of homicide, increase in crime involving youth, and the brutal methods used to perpetrate these crimes. Today, although youth crime is a huge social problem, it cannot be looked upon as simply one involving public order, more importantly, it is a problem of education! We must find the root cause of why these youths commit crimes, only then can a concerted effort by both the government and people be implemented to overcome and resolve the problem. In today's affluent society, our children are provided with all the materialistic needs they require, yet they lack any spiritual guidance. Many children obtain misrepresented information from computers, books, films, and the media, yet they lack sufficient knowledge to distinguish right from wrong. When they commit crimes, a lot of the time it is purely for fun, and it is at this time that we parents and adults should provide them with the guidance they call for. However, in this ever evolving society, through busy schedules, parents are not able to find the time to take good care of their children, and children are not willing to relate more intimately with their parents. It is these basic problems that produce the ever increasingly serious youth problems we see today. If we do not face up to these degenerating youth problems, and come up with a policy for solving them, we will face the future with untold social offenders like Chen Chin-Hsing, Kao Tian-Min, etc! Past research has already shown that crime behavior can be learnt by imitation, and not necessarily from direct contact. Innumerable TV programs contend to depict in extravagant detail realistic crime occurrences, receiving unparalleled viewer ratings, inciting innumerable people to follow a bad example. These kinds of programs, although highly acclaimed everywhere, are no different than a perfect crime manual for youths. Deterioration in youth crime is intimately connected to such media broadcasting of sex and violence. This project has brought together expert scholars and police officials to discuss and debate this important issue. Directed specifically towards raising viewpoints and suggestions for resolving the problem of youth crime, the project also includes the design of a CD-ROM employing the latest multimedia techniques. It is hoped, through leverage from the appropriate channels, and extensive use of the CD-ROM in junior and middle school computer classes, that promotion of this action can be widespread to assist society finally resolve the problems of youth crime.
