　　毒品是當今世界上最大的公害之一，毒品對於社會所造成問題及嚴重性，是世界各國所關注的問題；國家發展必須從國民在青少年階段即要向下扎根，青少年是國家發展不可或缺的基石，有鑑於毒品對人類安全的影響，為了人類安全有穩定的發展，減少了在青少年時期就受毒品的危害，國家就能夠富強，而有了研究動機。 近年來新興毒品的興起，青少年施用毒品及校園學生吸毒問題日益嚴重，施用毒品要不要除罪存在著很大的討論空間，而單純施用毒品的行為對他人造成的危害，整體而言是相對來的低，在有限度的除罪化是有其合理性的存在。 本研究以國家安全、青少年施用毒品現象及毒品防制與除罪化作為基礎，研究毒品防制、現行處遇、除罪化是否可行及青少年毒品問題的現象，希望能研究出並找到最適合我國毒品防制的方法。

● English Abstract:

     Drugs are one of the most damange in the world. All of the countries keep an eye on the prombles and dangers caused by drugs. The country development needs to educate the people during their teens because teenagers are the important conrnerstones of countries. According to the affects of human safety by taking drugs and for the stable development of human safety, countries have to decrease the number of teenagers taking drugs and then they could become stronger and wealthier. This is my research motives. For the past few years, the new drugs are increasing, teenagers taking drugs and drugs at schools prombles are more and more serious. Taking dugs should be leagel or not still need to discuss. If people merely take drugs, it is harmless. So, it is necessery to make taking some kind of drugs leagel. This reserche is based on the national security, teenagers taking drugs, prevention of drugs and some kinds of durgs being leagel. Work on drug abuse prevention, drugtakers conditions, part of dugs being leagel and teenagers taking drugs. Hope to find up the sutibale way of drugs prevention to Taiwan.
