　　沒有充分的資訊就無法做好毒品防制工作，因此建置完善的毒品防制資料庫非常重要，目前法務部已在進行資料庫建置相關工作，希望能快速發揮研究、預防、查緝、事後追蹤及矯正治療等功能，朝降低用毒人口的目標邁進，以減輕社會的沉重負擔。毒品氾濫的影響如無法有效遏止，將成為社會長期問題，希望透過戒癮治療協助成癮者回到社會，以及有效進行掃毒工作等方式儘速解決。至於毒品防制，應建立系統性的做法及滾動式檢討，面對困難要隨時調整策略及方法。 本文的研究方法採質化的資料蒐集方法，研究設計乃採深度訪談方法以瞭解受訪者對於研究議題之意見。在訪談內容部分，依文獻及研究主題擬定訪談大綱。在研究對象的選取方面，則訪談了包括高雄市政府警察局刑警大隊、偵查隊及轄區派出所的實務專家（含管理幹部）， 就實務面遭遇之問題及對於『治安情資資訊平台』、執行面等，提 出具體見解及意見，最後再由研究者針對受訪者陳述內容進行細部整理歸納。 研究結果指出，警察人員利用毒品資料庫『治安情資資訊平台』分析管理策略成效顯著。而警察人員雖熟悉資料庫作業程序，甚至『治安情資資訊平台』資料庫資訊將須有在擴大內容資訊的必要性。資料庫所能提供情資效能仍有改進之空間。

● English Abstract:

     Without sufficient information, we cannot do drug control. Therefore, establishing a drug control database is very important. The Ministry of Justice is currently constructing the said database hoping to provide quick functions such as research, prevention, inspection, afterwards, tracking and correction of treatment and other functions to lower the population of drug users and to reduce its heavy burden to the society. If the impact of drug abuse is not effectively solved, it will become a long-term social problem. We hope to use treatments to help the addict and return them to the society. We also hope to effectively do anti-drug campaigns. As for drug control, a systematic approach and a rolling review should be established to adjust the strategy and method at any time in the face of difficulties. The research method of this paper is based on the data collection method, and in-depth interview is used to understand the respondents' opinions on the research topic. In the interview content, we developed interview outline according to the literature and research topics. In the selection of subjects, we interviewed the practice experts (including management cadres) including Interpol Brigade, Investigation Team and District Police Station of Kaohsiung Municipal Government Police Bureau, and implemented the question of practical problems and created the "security information platform" so that they can provide specific views and opinions. Finally, the researchers organized the details of the contents of the respondents. The results show that police officers use the drug database "security information platform" analysis of management strategies with remarkable results. The police officers are familiar with the standard operating procedures, and even the "security information platform" database information will have to expand the content of the necessary information. There is room for improvement in the availability of information.
