　　本研究介由觀察、比較、分析美國紐約西奈山醫學中心戒毒復歸中心及新加坡犯罪人社區處遇制度，與我國對於施用毒品矯治戒治方法之同異處，更有助於我國解決此社會問題。故本研究發現我國施用毒品犯罪主要問題在於觀察勒戒無法有效篩選有毒癮傾向或有戒癮需求者、戒治所之戒治成效評估無法適切反應受戒治人毒癮問題之改善程度，受戒治人不因毒癮改善程度影響處遇晉級與出所、觀察勒戒與強制戒治後欠缺監控機制、觀察勒戒與強制戒治後欠缺社區戒癮治療，毒癮者之社會適應問題無法獲得處理、專業戒治人員不足，戒癮成效難以發揮、監獄對施用毒品者之戒癮處遇不足，難以因應毒癮問題。然紐約西奈山醫學中心戒毒復歸中心，除了會追蹤病患服用美沙酮的成效外，並整合社會資源，提供生涯輔導、諮商服務及小組課程，協助解決實際面臨的問題；在新加坡矯正制度中以社區為基礎的服務計畫，監獄會將刑期即將屆滿且經評估適合的受刑人安置於中途之家，透過中途之家的輔導，讓受刑人逐步復歸社會，而受刑人在中途之家的安置期間，通常會被要求參與工作或就學，並透過心理及職業諮商與其他支持性服務，協助行將出監者度過再犯危險期，達到預防再犯之目的。如何對於施用毒品者進行有效率之治療，並在治療後如何進行職業訓練，再加上立法提供企業雇用施用毒品者之優惠政策或由政府提供職缺，增加就業機會，或提供低率貸款供施用毒品者創業。在提供職訓與職缺或創業之相輔相成下，提升施用毒品者之社會地位及尊嚴，使其不再惡性循環的繼續施用毒品，才係解決問題根本之道。
