跨專業整合模式在性侵害受害者服務中效益之評估—以臺北市為例<P>Effectiveness of Multi-disciplinary Collaboration Model in Sexual Assault Victim Service:Evaluating Practices in Taipei City.

In order to develop a victim-centered service, and to prevent second-rape during the process of questioning and evidence gathering, the Taipei City Government established a ‘One-Stop and Multi-Disciplinary Collaboration Team Service for Sexual Assault Victims’, to coordinate Taipei City Police Department (Women’s and Children’s Division), Center for Prevention of Domestic Violence and Sexual Assault, and local Court to work together. Researchers indicate that multi-disciplinary team will help victims receive better service, and good for the prosecution of criminal cases. However, due to the different philosophical assumptions, theoretical perspectives and methods between different professions, there might be difficulties during the integration process, because of the professionals pursuing different goals. This study was designed to investigate the factors affecting the integration and efficiency of the multi-disciplinary, and to explore the possible problems, and attempt to offer suggestions.
The study adopts four external factors that affect multi-disciplinary collaboration developed by Bronstein: professional roles, organizational characteristics, personal characteristics and experience of cooperation. I use these four external factors as is framework, and use in-depth interviews method with nine team members, including physician, nurse, medical social workers, social worker of Center for Prevention of Domestic Violence and Sexual Assault, and Police officer of Women’s and Children’s Division, Taipei City Police Department, Prosecutor of Women’s and Children’s Division. In this Study, we found that the organizations should provide capacity-building education for better multi-disciplinary collaboration, in order to prevent parochialism and individualism. We also need more multi-disciplinary team meetings, or collaborated service, as well as to increase the police, examining and forensics personnel, and etc, in order to bring better experience of cooperation. Finally, we propose the participation of psychiatrists, in order to address the problems brought by mental disorders cases.
