As part of the modernization in sex industry (i.e. legalized prostitutes or sex business on internet), would sex brokers such as panders, procuress, pimps or mama-san become history? The first purpose of the present study is to examine the role change of the sex brokers in modern sex industry. Furthermore, the study analyzes the meanings of the compulsory community-based treatments for the sex brokers who is criminalized in the Prevention and Punishment of Sex-Trade Act. In-depth interviews with 10 key persons were taken through snowball sampling method -- five sex brokers, two sex workers and three community-based treatment therapists. The results found that all sex offenders including rapists, sex workers and sex brokers were treated the same in the treatment programs, which led strong resistance or feeling meaningless to both sex brokers and therapists. The treatment programs also lack of services on handling diverse sexual orientation in sex industry. Three recommendations are made in the end: set up a target-oriented treatment programs, re-design the programs for sex brokers and sex workers, and enhance the training to the therapists to cope with the increasing diversity of clients.
