本文以美國加州為例，依該州司法委員會法院行政部在 2008 年公布美國處遇計畫實證研究中出版最新、規模最大之「加州加害人處遇計畫之評估」報告為基礎，介紹加州處遇計畫之內容，包括 Los Angeles, Riverside, San Joaquin, Santa Clara, Solano 五郡之處遇計畫之實務簡介，以及加害人屬性、完成率及再犯率之處遇計畫實證研究，最後就加州處遇計畫實證研究作成結論及政策建議，並對我國處遇計畫現制若干問題、日後政策研擬及修法提出建議。
English Abstract
The Administrative Office of the Courts, Judicial Council of California published “Batterers Intervention System in California–An Evaluation” in 2008. It contained the largest body of empirical research regarding Batterer Intervention Program (BIP) to date. This article examines five batterer intervention systems in California; those of Los Angeles, Riverside, San Jaquin, Santa Clara, and Solano. Offender profiles, program completion and recidivism, policy issues and research implications are summarized. The domestic violence protection systems in California are then compared with those in Taiwan, and suggestions for problems solving and policy making in Taiwan are proposed.
