基隆市家庭暴力安全防護網之研究-以政策網絡為觀點 The Study on Keelung City’s Domestic Violence Safety Network with Policy Network Perspective

基隆市於2009年推動「家庭暴力安全防護網」,然重大家庭暴力事件仍時有所聞,凸顯現行家庭暴力防治網絡僅存有形式上的整合機制,卻未能發揮實質上應有的功能。本研究目的在瞭解現行網絡運作模式下成員之互動情形、協力過程各自遭遇之困境,以及對網絡所產生之影響。
本研究整理相關文獻所提的網絡連結度影響因素,歸納出五大構面(初始條件、夥伴關係特質、夥伴關係的建立、夥伴關係的運作、外部環境)及十項關鍵影響變數(權力與資源落差、參與動機、異質性、參與程度、信任、互惠、領導、治理、行政管理、公共組織政策),據以設計研究架構、訪談提綱,並邀請資深網絡成員進行深度訪談,以發掘網絡成員主觀感受及客觀表現,進而發掘網絡互動的困境。
研究發現:一、成員互動情形:(一)初始條件:1、家庭暴力安全防護網政策是由社政與警政共同推展,其他成員則本於職責參與。2、成員雖能透過直接或間接方式充分表達意見,然決策影響力則由各網絡單位主管所掌握,其中又以司法及警政主管影響力最大。(二)夥伴特質:1、專業背景各不相同的成員參與網絡,除能整合彼此的資訊及資源,更清楚自己的角色與定位,提升自我敏感度與判斷力外,更能瞭解其他成員的工作內容與限制,進而規劃相關策略,以回應其他成員的需求與期待。2、較具決策影響力的司法、警政及主政的社政參與程度較高,而僅提供片面服務的衛政、教育及檢察則參與程度較低。(三)夥伴關係建立:警政及社政是成員最常尋求協助的對象,也最獲成員所信任,而衛政的協助態度則較為消極,是成員最不信任的對象。(四)夥伴關係運作:1、家庭暴力高危機個案網絡會議由警政、社政及衛政主管輪流主持,除能有效降低本位主義之情形外,亦能促使衛政正視難解的精神醫療問題。2、網絡督考方式為網絡會議列管、各單位內部分層督考機制及高層會議裁定。3、成員能針對個案狀況進行溝通協調,以因應調整彼此的職責與分工。4、社政會運用中央補助款,支援網絡成員推動相關計畫。(五)外部環境:家庭暴力安全防護網相關執行計畫,均依循中央政府的政策方向。二、網絡所遭遇之困境:(一)針對精神醫療專業問題,衛政單位成員總以法令規範限制為由,拒絕協助其他成員,未能積極與其他成員共商因應對策。(二)網絡合作過程時常遺漏教育單位成員,致延誤處理時機。(三)檢察單位成員參與程度不足,仍停留於機關代表而非網絡成員的身分。(四)家庭暴力高危機個案網絡會議之相關行政作業及程序效率不彰。(五)會議討論日趨流於形式,且決策效率低落。(六)各網絡單位內部成員間的連結度高,跨網絡單位成員間的連結度不足。
研究建議:一、邀請精神醫療專業人員列席,以提供成員專業意見,並協助成員研議因應對策。二、提升成員重視教育單位對被害人子女之協助功能。三、促使檢察單位深入參與網絡運作,並設置單一聯繫窗口。四、定期檢核家庭暴力高危機個案網絡會議運作模式。五、不定期邀請專家學者列席,以提供國內外相關經驗。六、家庭暴力高危機個案網絡會議主持人應引導成員聚焦核心問題,以強化決策成效。七、舉辦網絡成員聯誼活動,以促進成員合作情誼。

 

Englsih Abstract:

 

Keelung City has promoted “Domestic Violence Safety Network” since 2009; however, major domestic violence cases have been reported frequently. Obviously, the current safety network for domestic violence has only nominal integrated mechanisms, its function cannot work well. The present study is to understand the interactive situation among members under this network, what problems members encounter in the coordinating process, and how they impact the network.
Through reviewing literature related to influential factors on network connectivity, author induced five domains (preliminary conditions, features, establishment and operation of associate relationship, as well as external environment) and ten key influential variables (gap between power and resources, motivation to participate, heterogeneity, degrees of involvement, trust, mutual benefit, leadership, governance, administrative management, policy for public organizations). Abovementioned key points are the bases to design research structure, interview guide. Senior members in network are invited to receive in-depth interview to discover the subjective feelings and objective performance, further find the dilemma in the interaction under the network.
The present study finds that: 1. Interactive situation among members: (1) preliminary condition: A. The safety network for domestic violence is co-worked by social and police affairs. B. Members can fully express their opinions via direct or indirect means; however, major influence on decision-making is held by each supervisor; among which, judicial and police supervisors have the highest influence. (2) Features of associate relationship: A. that members with different background participate in the network can integrate information and resource of each unit, understand their own roles and position, improve their self-sensitivity and judgement, recognize working contents and limits of other members, and further develop strategies to respond demands and expectancies of other members. B. Social affairs included judicial, police and social affairs that have higher influence and having higher degree of involvement; as for health affairs, education and prosecution that provide literally suggestion have lower degree of involvement. C. Establishment of associate relationship: Members always seek help from members of police and social affairs, who are trusted by other members; members of health affairs has more passive assisted attitude; they got lowest trust from other members. 3. Operation of associate relationship: A. Domestic violence network conference for high risk cases are presided rotatively by members of police, social and health affairs. It can reduce the situation of egoism and make members of health affairs face squarely the psychiatric problems which are difficult to solve. B. Supervision methods include control of network conference, stratified supervised mechanisms among each units, and decision made by higher ranking. C. Members can communicate and coordinate for case situation, to adjust their duty and divide their works respectively. D. Social affairs unit will apply subsides from central government to support members in the network to implement related projects. (5) External environment: Safety Network for Domestic Violence implements relevant projects in accordance with the policy direction of central government. 2. Dilemma faced by Network: (1) In terms of psychiatric issues, members of health affairs always reject to provide assistance to other members under regulations and acts, are unable to aggressively discuss the coping strategies. (2)Omission of the members from education unit in the cooperative process of Network is common situation, resulting in the delay to handle the problem. (4) The administrative work and procedures of Domestic Violence Network Conference for high risk cases are insufficient. (5) The discussion in the meeting becomes a mere formalities and the efficiency of decision-making is low. (6). the connectivity of members in the same unit is tight; however, the inter-units’ connectivity is low.
The study provide following suggestions: 1. Psychiatrist and relevant professionals are invited to attend the meeting, providing members their professional opinions, and helping member to study how to come up with coping strategies. 2. Improving members’ awareness that assistance from education units to victims’ children. 3. Prosecutors offices are invited to deeply involved in the Network operation and set up one-stop service. 4. Reviewing regularly the working pattern for Domestic Violence Safety Network for high-risk cases. 5. Inviting irregularly professionals and scholars to attend the meetings, providing relevant, domestic and international experiences. 6. Moderator of Domestic Violence Safety Network Conference for high-risk cases should lead members to focus on the core problems, enhancing the efficiency of decision-making. 7. Holding activities for developing friendship, allowing members to establish cooperative friendship.
