民國八十七年家庭暴力防治法實施以來，新北市政府有經費不足、民間資源缺乏及地理環境特別，仍不遺餘力，致力於「家暴防治」工作的推展，期能為家暴受害者建構免於恐懼的社會安全網。根據我們新北市聯合醫院，本研究統計資料中，所發生的各種家庭暴力案件中，以婚姻暴力居首位，於2010年6月至2011年6月到新北市聯合醫院急診室就醫之家暴個案250件，分析遭受家庭暴力案件之特性，進而以採質性研究之個案訪談法(6位家暴被害者)及問卷調查法(250人)並用，藉其對家庭暴力之看法、心路歷程及建議，分析家暴本質、當事人特性、暴行過程等相關資料，同時瞭解被害人之需求及求助管道，最後依據彙整研究之結論，研擬未來防治策略與建議，提供政府相關單位與民間機構參考。
家庭暴力病人處置涉及很廣，除了警察單位介入外、醫療服務、社工處遇、教育系統協助、被害人與加害人輔導、司法偵辦及法律扶助都是不容忽視且刻不容緩的。因此，公權力應積極介入，且編列相關經費預算，以有效保護被害人，同時落實以下作為：
一、健全法令制檢討修正家庭暴力防治法及其相關法令，健全大陸地區及外籍
配偶相關救援保護制。
二、強化組織功能
建立各級政府防治網絡橫向聯繫及地方家庭教育中心諮詢功能，並落實學
校單位對家暴受虐兒童少年通報機制與輔導措施，結合民間資源，推動法
律服務、社區諮商輔導及設置庇護安置機制。
三、加強被害人職業訓練與就業輔導
針對高危險家庭，主動轉介社政單位提供協助。
四、落實推動「加強家暴加害人約制機制及處遇計畫」
強化法院、檢警、防治中心之聯繫，以提升被害人救援效能，且加強精神
異常及高危險性加害人之就醫治療。
五、加強家暴防治宣導教育，整合社會資源，建立補助或委託民間團體共同推
動家暴防治制。

暴力不會主動停息，家暴被害人無聲的吶喊，亟需相關單位相互聯繫與適時支援，聲請保護令只是受暴後的保身符，防治之道才是上策；期盼政府相關單位及社會各界協助下，共謀有效防治之道，讓陽光照進家庭，並期待能吸納更多婦幼團體及有志人士成為防暴種子兵團，使新北市的每個家庭都是「有愛無傷害」的人間樂土。

English Abstract:

Since the implementation of the Domestic Violence Prevention Law at 1998, despite insufficient funds, lack of community resources, or peculiar geographical problems,
the New Taipei City government has comitted promoting the prevention of family violence, for a secure violence-free social networks. According to this study at New Taipei City Hospital, marital violence ranks the first place among various domestic violence. 250 domestic violence cases visited emergency room of New Taipei City Hospital from June 2010 to June 2011. According to the result of the analysis of the characteristics of the victims, as all with questionnaire and among them 6 cases interviewed, their views, mentality, and comments on the violence, with the nature and process of the violence, the characteristics and the needs of the victims, and the ways they calling for help, strategies and recommendations are developed for future prevention, providing reference for government and private institutes as well The management of domestic violence involves extensively; in addition to police
unit, it may also require medical services, social workers, educational assistance, advising for the victims and perpetrators, judiciary investigating, and legal counseling.
Therefore, the public authority should actively involve and provide related budget to protect the victims effectively. Meanwhile, implementation of the following:
A. law system be sound.
To review and revise Domestic Violence Prevention Act
and related laws, and to improve the mainland and
foreign spouses related rescue-protection systems
B. to strengthen the function of organizations.
To establish various governmental networks and
horizontal linkages, to implement the reporting and
counselling systems of school for abuse children,
to combine with civilian resources, to promote community
legal counselling services, and to develope shelter
system.
C. to enhance vocational training and employment counseling
for the victims.For high-risk families, to actively
transfer to social unit for assistance.
D. to implement the perpetrators restraint mechanism and
program at the event.To strengthen the connection
between courts, prosecutors, police, and preventing
center, to improve the effectiveness of victim rescue,
and to enhance medical treatment for the mentally
disordered and high-risk perpetrators
E. to advocate the prevention education of domestic
violence, to integrate social resources, to grants, or
to entrust civilian organizations to implement the
domestic violence prevention system.

Violence will not cease by itself. The victims of domestic violence, shouting
silently, need timely help from connected relevent groups. Writ of habeas corpus
works only afterward, the best way is to prevent the violence from happening. Looking
forward for a effective prevention conspired by government and community, to
light every family, and more people to join violence-prevention group, so New Taipei
City be a paradise of love without hurts.
