無線射頻辨識技術應用於家庭暴力防治之探討研究 The Research of Radio Frequency Identification Technology for the Family Violence Prevention

  RFID (Radio Frequency Identification)無線射頻辨識技術號稱是21 世紀重量級的IT技術之ㄧ。RFID的應用領域很廣,舉凡辨識、偵測、追蹤等均可適用。由於目前已有眾多人員投入這項技術的研發及應用,因此不管在硬體或是軟體技術的支援上都是相當成熟,而且數量也頗為可觀。最重要的是,在成本大幅下降的情況下,RFID技術已被廣泛運用在物流、醫療、交通、工業生產、保全、個人娛樂、環境等各方面了。
本論文的研究方向,捨棄了時下流行的各種高利潤、高收益的主題,試圖以科技關懷社會的角度出發,解決人類生活的威脅。在這種思維下,本論文選擇了在現代社會中日益嚴重的家庭暴力案件來作為研究的主軸。一般而言,遭受家庭暴力傷害的被害人申請了保護令後,本是希望可以受到法律的完整保護;但事實上,常常是加害人違反了保護令對被害人授予的保護範圍,侵入其安全領域並且作出對被害人不利的行為。這樣的行為往往發生得很快,致使被害人沒有足夠時間可以即時反應或逃離現場,因而造成生命財產損失;更糟糕的是,違反保護令的犯法行為,包括侵入時間、違反次數都不容易被舉證,導致無法迅速有效地對加害人提出制裁。因此,本研究希望家庭暴力防治工作在導入 RFID技術後,可以利用遠距辨識功能,來提高家庭暴力防治上保護令的功能,期使被害人降低在家庭暴力下受害的嚴重程度,以增加司法對人民的保障,提高人民對司法的信賴;減少人民在生命上的犧牲、在財產上的損失。因此,本論文研究即是利用RFID 技術,將電子標籤配戴在家庭暴力的加害人身上,藉由RFID的偵測技術,偵測加害人是否違反保護令而侵入受保護的範圍,以達到提高警覺、及早應變、即時逃逸的目的。同時,根據模擬實驗的結果,整理分析,提出具體可行的方案。
本論文的研究方式,以模擬實驗為主要的研究方法。在文獻整理方面,以比較的方式來彙整出RFID各種相關的技術、規格、限制等。在模擬實驗方面,以RFID 電子標籤配戴在受測人員身上進行實際檢測。監控端則是執行以Visual Studio 2010 Express撰寫的監控程式,透過RS-232介面,連結RFID讀取器,並加上指向性天線,增加監控的距離。同時,以各種可能影響讀取結果之變數:如天候、行進速度、讀取角度、遮蔽等來進行實驗分析,確保實驗數據的客觀性和準確性以及在實際應用時的可行性,甚或將來提供給政府相關單位參考。本論文真誠地希望透過RFID 技術之導入,可以提升家庭暴力保護令在防治上的功能,以達到司法保護人民生命財產的永續目標。

 

● English Abstract:

 

     RFID (Radio Frequency Identification) technology is known as one of the most important IT technologies in 21 century. The RFID applications are very broad and can be applied on the identification, detection and tracking. There are many engineers that have already put into the developments and applications of this technology. Regardless of hardware or software, technical supports are very mature, and the number of technical supports is quite impressive. The most important thing is that whether the cost can decrease or not. If it does, RFID technology will be widely used in various aspects including medical, transportation, industrial production, security, personal entertainment, environment protection and so on.
In the direction of this research, abandoning the popular themes of a variety of high-margin, high-yield topics, I try to care for the human life using the scientific and technological point. In this way, this research chooses the increasingly serious cases of domestic violence in modern society to study. In general, when the victims of domestic violence apply for a protection order, they always hope that they may be subject to the full protection of the law.
But, in fact, often those offenders will be in violation of the protection order, intrude into the scope of protection granted to the victims or the field of security and make some harmful behaviors on the victims. Those behaviors often occur quickly, so that the victims do not have enough time to respond immediately or to escape from the dangers. This often results in the huge loss of lives and property. To make the matters worse, the violations of a protection order offenses, including the intrusion, the number of violations are not easy to be the burden of proof impossible proposed sanctions on the perpetrators. Therefore, the Domestic Violence Prevention in RFID technology, by using the feature of distance recognition, we can improve the power and function of the protection order in domestic violence prevention. It will allow victims to reduce the severity of domestic violence .It will increase the judicial security. It will improve the people's trust in the administration of justice. It also can reduce the sacrifice of the people in life and the loss in property.
Therefore, this thesis is in the use of the RFID technology. In those ways by the electronic tag worn on domestic violence offenders and by the detection of RFID technology to detect the offender who invade the scope of the protected areas ,we can increase the alert time and make a quick response and get the purpose of immediate escape. At the same time, according to the simulation results, we can make a specific and actionable program.
The major method of this research is the simulation. There are many literatures in a comparative way to compile the RFID technology, specification, restriction. In the simulation test, the RFID tag must be worn on the subject staff who conducted the actual testing. The monitoring program is coded in the Microsoft Visual Studio 2010 language. By passing through the RS-232 interface, the connection to the RFID reader coupled with a directional antenna can increase the monitoring distance. At the same time, consider the results of the variables that may affect variedly. Such as the weather, the speed, the angle of reading, shadowing experiments are performed to ensure the objectivity and accuracy of the experimental data and the feasibility in practical applications. Even in the future, it can provide some references to the relevant government authorities. In this paper we sincerely hopes that using the importing of the RFID technology can improve the domestic violence protection orders in the fight to achieve the sustainability goals of the judicial protection for the life and property of people.
