　　根據內政部統計，國內2008年家暴通報件數已突破8.4萬件，且每年以近10％的成長率攀升。至於通報案件的增加，可能是因大環境條件不佳，或可能是因為民眾自主意識及觀念改變等，致過去的犯罪黑數被媒體等揭露所致；其中原因指向公部門因應不足、各專業網路缺乏有效整合及社工人力不足等問題；令吾人關注的是，有些民間團體甚至指責在防治網絡單位介入後，個案仍發生不幸狀況，此皆凸顯出家庭暴力議題的複雜性。
為因應逐年浮現的家庭暴力，宜儘速積極建構一個綿密的家庭暴力安全防護網，並持續透過整合社政、警政、教育、衛生、司法等跨單位間之分工與合作，期建立以「家庭」為中心之服務網絡，以還原家暴本身所帶給當事人及其他相關單位的衝擊，降低因高危機因子引發的家庭暴力。其次，以英國的家庭暴力防治安全網絡的運作過程中，特別納入IDVAs等民間組織，運用前瞻性的眼光及行動，以減少暴力，甚至重複加暴等的功能性角度出發，讓被服務的顧客都能有明顯改善安全的環境，並且將所從事的服務，由短期至中期，甚至到長期安全的方向措施，試圖以他山之石，可以攻錯的積極反思，輔以深度訪談等務實作法，以增加交互效度，乃是本研究之重點所在。

● English Abstract:

     According to Ministry of the Interior statistics , cases of domestic violence had over 84 thousands in Taiwan, and raised 10％ each year.The increased reason maybe bad environment or perspective change of people, and past of dark figure of crime was revealed by the media. Some of the reason pointed to the public section lack of solution to the problem, or professional network fail to integrate into organization, and problem of social section human resource. As we concerned, some of the social group even accused after the preventive network interfere in the affairs, the case still happen misfortune, those all revealed the complexity of the domestic violence' issue.
How to construct an excellent network and lower the high risk factors.We try to take England's multi-agency framework-IDVAs for an example and positive reflection. The IDVA’s role in all multi-agency settings is to keep the client’s perspective and safety at the centre of proceedings. support and work over the short- to medium-term to put them on the path to long-term safety. Since they work with the highest risk cases, Studies have shown that when high risk clients engage with an IDVA, there are clear and measurable improvements in safety, including a reduction in the escalation and severity of abuse and a reduction or even cessation in repeat incidents of abuse. Add to depth interview and increase cross validity is the key point of this research .
