隨著社會的快速變遷，家庭結構開始趨向多元，兒少與其家庭所需面對的問題與衍生的需求也愈來愈多樣化。當臺灣逐漸透過立法與措施的建置來保障兒少的權益與福祉時，一個值得注意的現象是，兒少成為家暴相對人或是性侵害加害人／嫌疑人的比例正逐年增加，然而針對此類兒少所提供的服務與支持卻相當缺乏。為能探討這群兒少保護事件行為人的服務需求與處遇服務內涵，本研究在質性取向下，以4位保護性社工及督導的焦點團體訪談資料進行分析。研究結果發現兒少會成為保護事件行為人的原因實與家庭因素和發展議題息息相關，因此其的服務需求至少包括情緒創傷修復、協助親子學習衝突因應以及需要理解兒少對性的好奇與需求。基於這些服務需求，兒少保護事件行為人的處遇服務應該要考量將家長或照顧者一起納入服務、善用團體工作、以兒少需求為主、實務工作者專業能力提升、相關資源整合等要素。本研究最後依研究結果提出數點建議，以供相關政策與實務工作參考。

英文摘要：

With the rapid changes of the society, the family structure in Taiwan has become diversified, and the problems that children and their families have to face also become more and more multiple. The state thus tries to protect the children’s rights and welfare by the legislation and measures implementation. It is noteworthy that the proportion of juveniles who become domestic violence or sexual offenders is increasing year by year, but the services and support provided for such kind of juveniles are quite lacking. In order to understand the service needs of these juvenile domestic violence and sexual offenders, the study analyzes 4 protection social workers’ opinions collected from a focus group. It is found that the reasons why juveniles become domestic violence and sexual offenders are closely related to the poor family function and adolescent development issues. These juveniles’ needs for the social services thus should include: healing emotional trauma, helping the juveniles and their parents to learn how to cope with conflicts, and understanding the juvenile s’ sex curiosity and intimate relationship needs. Based on these service needs, it is necessary to involve the parents or juveniles’ family caregivers in the service, make good use of group work, focus on the juveniles’ needs, enhance the professional ability of practical workers and integrate the relative service resources when planning the intervention services for the juvenile domestic violence and sexual offender. Based on these research findings, the study puts forward several suggestions for reference of related policies and practical works.
