　　本研究主要在探討我國家庭暴力防治組織體系，是否發揮其應有之功能，目的在建構或強化地方政府家庭暴力組織體系理想的運作模式，研究內容從家暴中心開始，並進行對執行單位警察組織的深入訪談，以瞭解家暴中心與警察組織的互動與合作情形，因此，本研究主要透過深入訪談與資料蒐集的方式，瞭解我國家庭暴力防治組織體系運作情形，而最簡單的問題是，家暴中心與警察人員在面對家暴案件時，他們在做些什麼？怎麼做的？研究結果發現，各縣市均已成立家暴中心，但多數為任務編組，僅台北縣家暴中心為正式獨立單位，顯示政府對家暴議題相當重視。但這不代表家暴組織體系運作良好，例如家暴組織體系的衛生系統，就因工作誘因不高，參與家暴案件的成效也較值得加強。再者，畢竟家暴中心與女警隊、分局家暴官間，因單位不同，難免存在溝通與協調聯繫上的障礙，尤其目前家暴案件已經成為警察工作的重要項目，但仍存在許多盲點與困境，主要因為家暴案件與傳統的治安案件不同，尤其家暴案件需要有社工專業能力，因為基層員警係處理家暴案件的第一線人員，在基層員警缺乏工作誘因與相關專業知識的情形下，如何透過組織間合作，提升家庭暴力防治績效，是未來的工作重點。

● English Abstract:

     The purpose of this research is to investigate the organizational system of domestic violence.Organizations, including Department of Domestic Violence and police organizations was studied to realized the operation of t he domestic violence organizational system.Two questions were asked in this study.These two questions are "what you do and how you do it in your organization?".It was found that there were domestic violence departments in almost every county.But most of them were temporary task force instead of formal organizations.The Department of the Domestic Violence of the Taipei County was the only formal organization in Taiwan.It didn't mean that the domestic violence system worked well although they were the focus of different levels of governments.For example,members from the Health Department did not have a lot of incentives to be involved in the organizational system.In additions, there were still problems exited between domestic departments and police organizations.It was because police were in the first line to deal with the cases of domestic violence.Owing to be lack of work incentives and social work knowledge,inter-organizational cooperation was required between domestic violence departments and police organizations.
