台灣地區住宅竊盜與防治措施之研究 A Study on Residential Burglary and Prevenrion in Taiwan

一、研究緣起 住宅竊盜此種犯罪類型不但造成住宅竊盜之被害人的財產損失而且許多被害人害常因其住家遭竊賊的侵入,往往也因此有諸多心理上的症狀,如恐懼、害怕、憤怒與挫折等,而且由於低的破案率,使得許多民眾對警方的辦事效率產生質疑,甚而有些被害者因此而不願報案,衍生更多的犯罪黑數。職是之故,對於住宅竊盜加害者的研究,並進而提供相關的防治對策,實有研究之必要。 二、研究方法與過程 在研究方法上,主要係採取量化研究與質性研究。在量化研究部分,主要係以抽樣調查方式對601名住宅竊盜被害人進行電話訪談;另外在質性研究的部分,則是在東部某技能訓練中心,針對8名住宅竊盜加害人進行深度訪談。 三、重要發現 本研究在針對住宅竊盜被害人所進行之電話訪談的研究結果,有下列幾項發現: 一、住宅遭竊時間在凌晨零時至三時比例是最高的。 二、三成的民眾是有重複遭竊的經驗。 三、警方之破案比率過低。 四、五成受訪者最希望警方加強巡邏。 另外針對八名住宅竊盜加害者所進行的深度訪談則有下列幾點發現: 一、吸食毒品、賭博以及留連聲色場所是大部分住宅竊盜犯偷竊所得的主要消費項目,但仍有竊盜犯靠犯罪所得,存有為數不少的資產 二、多數住宅竊盜犯在行竊過程中,竊取現金是其首選,而目前信用卡等類台灣之塑膠貨幣的流通使用,是否會造成對住宅竊盜此種犯罪類型的轉移或目標物選擇的改變,有待後續觀察。 三、電梯大樓住宅地下停車場成為防竊死角。 四、收贓管道通暢,使竊賊銷贓。 五、住宅竊盜的犯罪行為人,是屬於年紀較輕的犯罪類型。 六、多數住宅竊盜犯在行竊前會針對目標物進行觀察。 四、主要建議事項 根據研究的發現所得,本研究針對住宅竊盜防治對策將其分成立即可行之建議與長期性建議,提出如下: 立即可行之建議: 一、加強銷贓管道的查緝工作。 二、強化預防犯罪宣導,加強個人自我保護措施。 長期性之建議: 一、財產註記的強化與住宅管理的加強。 二、成立鄰里的守望相助組織與CCTV監視器的設置。 三、加重竊盜犯以及贓物犯之法定刑期,以提高防治住宅竊盜犯罪之效能。 

 

English Abstract

 

Residential burglary not only causes the victim?HH?HHs property loss but also leaves many impacts on them. Because it intrude into someone?HH?HHs home and damages feelings of personal security, peace of mind and well-being. Moreover, the low residential burglary detection rates make people suspect the efficiency of the police; some of victims are even reluctant to report the case, which increase the crime dark figure. Therefore, we have to do research on it and try to find the solution. We apply two different ways in this research. In quantitative research, 601 victims of residential burglary were interviewed by phone. In qualitative research, the in-depth interviews were conducted with 8 residential burglars who are in prison now. With regard to the telephone survey, the following were found: 1. The prime time of residential burglary happens during midnight to 3a.m.. 2. About 30 percent of people experience revictimization. 3. The rate of residential burglary detection is overlow. 4. Half of the surveyed hope the police to increase patrol frequency. On the other hand, interviews with the eight residential burglars led to these findings: 1. Most of the residential burglars spend their ?HH?H??earnings?HH?HH on drugs, gambling, or/and sex, but there are still some who save up money or purchase estates. 2. Most residential burglars prefer cash to other forms of property. However, further observations need to be made to see if the use of plastic currency such as credit card will change the criminal performance of residential burglary or whether the residential burglars simply shift their target. 3. The basement parking lots in buildings with elevators are a barrier to residential burglary prevention. 4. Stolen goods market is so convenient for residential burglars to sell the stolen goods. 5. Most residential burglars are young people. 6. Most residential burglars will observe the targets before they burglarize. This project comes to the immediate and long-term strategies. For immediate strategies: 1. Enhance the investigation of stolen goods markets. 2. Reinforce the campaign of residential burglary prevention. For long-term strategies: 1. Propagate property marking and strengthen residential security. 2. Organize neighborhood watch programs and install more CCTVs. 3. Aggravate the sentences on residential burglars and fences so as to increase the efficiency of residential burglary prevention.
