本研究係採用質性研究方法之深度訪談法為主，輔以文獻探討及比較分析等研究方法，故本文受訪者以刑事警察局曾經與大陸公安單位合作偵辦電信詐騙案件及實際擔任聯繫窗口人員執行及縣市警察局刑事人員，總計訪談對象為6 名(以內政部警政署刑事警察局5 名及縣市警察局刑事人員1名)。故本研究專注於兩岸共同打擊電信網路詐欺犯罪的影響因素、政策、合作機制、成效與展望做深入之探討。
透過上述實證研究，研究者提出了「兩岸共打能有效防制電信網路詐欺犯罪」、「強制處分措施差異，影響共打良機」、「陸方情資回應，效率不彰」、「兩岸共同打擊電信網路詐欺犯罪互信有待提升」、及「兩岸共同打擊電信網路詐欺犯罪陷入困境」等五項結論。

英文摘要：

On April 26, 2009, the two sides of the Taiwan Strait signed the "Agreement on Joint Combating Crimes and Mutual Legal Assistance on Both Sides of the Taiwan Strait." Although the two sides of the Strait have achieved concrete results in combating telecommunications and Internet fraud, there are still many dilemmas that need to be resolved. Therefore, this research mainly focuses on cross-strait The main research directions are the influencing factors, policies, cooperation mechanisms, effectiveness and prospects of jointly combating telecommunications and cyber fraud crimes, so as to provide guidelines for first-line investigators to refer to.
This research is based on qualitative research methods in-depth interviews,supplemented by research methods such as literature discussion and official secondary data analysis. Therefore, the interviewees in this article use the criminal police department to cooperate with the mainland public security unit to investigate and actualize telecommunication fraud cases. Acting as a contact window officer or criminal officer of the county and city police station, a total of 6 interviewees (5 from the Criminal Police Department of the Police Department of the Ministry of the Interior and 1 criminal from the county and city police station). Therefore, this research focuses on the in-depth discussion of the influencing factors, policies, cooperation mechanisms,effectiveness and prospects of the cross-strait joint fight against telecommunicationsand Internet fraud.
Based on the above empirical research, the researchers came up with five conclusions: "Cross-Strait joint fights can effectively prevent telecommunications and cyber fraud crimes", "Different compulsory sanctions will affect joint fight "opportunities", "Land’s sentimental response, inefficiency", "The mutual trust between the two sides of the Taiwan Strait to jointly combat telecommunications and Internet IV fraud needs to be improved," and "the two sides of the Strait are in trouble in jointly combating telecommunications and Internet fraud."
