少年成長環境中的社區居民，如何參與少年犯罪防治工作，是許多從事犯罪防治與社區工作者很想尋求的答案；本研究期藉由犯罪預防理論與實務，以及社區工作，深入了解發展居民參與少年犯罪預防歷程和成效。2001-2004年西門町社區居民結合相關單位，運用社區總體營造，打造少年健康的休閒空間與理念建構；歷經四年的西門町區域防治工作，逐漸引發社區關心少年休閒情境與犯罪預防議題，並參與相關社區行動方案。

本研究調查458位居民，近7成以上對於西門町的社區意識具有正向概念，多數受訪者對於西門町在心理上有認同感，對社區事務產生榮辱與共的感覺，並願意為社區事務盡心盡力；發展居民參與就居民特性而言，性別和年齡所可能產生的影響大於其他特性。經由焦點團體座談發現居民對於社區事務能經由彼此的互動和活動參與，產生對西門町及少年犯罪防治的責任，當提及西門町的問題，居民會非常關心，並加以澄清說明。
研究建議發展居民參與少年犯罪預防，需要居民與相關單位共同推動西門町在地社區文化性休閒活動，提昇社區社會控制性，與邀請少年共同參與規劃以滿足少年需求；在日後方案推動歷程中應持續由在地人士為主體，並培養在地的社區犯罪防治工作種子與居民領袖，方能將工作模式紮根與推廣。發展居民參與策略最重要者在於先喚起社區的覺醒，並運用社區活動策略，期能有助於鼓勵西門町居民參與少年犯罪預防相關活動，並持續加強社區警政與社區工作合作，以及促進學校社區化，共同以社區為工作平台，一起關懷社區治安與優質生活情境。

英文摘要：

How the community residents to participate in the juvenile delinquency prevention within the environment for the youth to grow up is a solution for those people who engaged in the crime prevention and social works that they want to seek out; this study is used the theory and practice on crime prevention and the community work to profoundly understand the progress and effect on developing the community residents to participate in the juvenile delinquency prevention. During the period of 2001 to 2004, the community residents of the Hsimending area were integrated relevant agencies to apply the functions of local community to comprehensively build and make the healthy leisure space and the idea of establishment for the youth. With implementing the preventive tasks in the Hsimending area for 4 years so far, as a result, that gradually drew the local community to be concerned about the issue of the leisure situation and crime prevention for the youth, and willing to participate in the relevant community action plan.
This study is conducted a survey of 458 local residents, almost 70% of them possessed a positive conception of the community consciousness for Hsimending, most interviewees have the psychological identification with Hsimending that also resulted in the sense of sharing the honor and humiliation in the community affairs for them, and willing to devote themselves to contribute towards the community affairs; in addition, as to the characteristics of residents while developing their participation, the influence of sex and age will be greater than other characteristics. From the interview of the focus groups, we found that the residents are able to come out the responsibilities for the Hsimending and the juvenile delinquency prevention from their interaction and activities participation in the community affairs, furthermore, they will be very concerned about the issues of Hsimending that have been mentioned, and will try to make their own clarification and explanation for such issues.
As for developing the participation of the residents in the juvenile delinquency prevention, this study proposed that the residents and relevant agencies need to jointly promote the local community cultural leisure activities in the area of Hsimending to enhance the social control of the community, furthermore, invite the youth to take part in planning together in order to fulfill their need as well. Also, it shall be continued regarding the local people as the primary for the promoting progress of the later plans, as well as incubating the seed personnel for the local crime prevention tasks and the local residential leaders, thus the foundation for the modes of task can be set and promote. The most important developing measure and strategy of making local residents to take part in is to firstly arouse the awakeness of the community and apply to the strategies of community activities that will be helpful to encourage the Hsimending residents to participate in relevant activities of the juvenile delinquency prevention, in addition, to promote the conception of the school-based community with using the Community as the combined platform for such tasks in order to care for the community security and the quality living situation.
