結束感化教育後續追蹤輔導服務之現況與挑戰 The Practice and Challenge of Follow-up Service for Young Offenders Leaving Reformatory Education in Taiwan

本研究為探究國內結束感化教育後續追蹤服務之實務現況,運用問卷調查方式,以全國提供服務之39家單位為研究對象,有效回收35家問卷,有效回收率為90.0%。研究結果顯示:服務方式以電話、家訪與網絡為主;服務內容以情緒支持與陪伴、工作尋找、就學輔導為主;執行困境包括個案缺乏改變、接受服務意願低、關係建立不易、個案負荷量高、缺乏成效指標、機構服務項目有限、就業市場限制等議題,可作為後續政策檢討之參考。研究建議:一、研發實務服務指引;二、強化機構專業督導系統;三、設計核心能力本位訓練;四、發展證據為本服務;五、整合後續追蹤服務資源。

 

英文摘要:

 

The purpose of this research was to explore the practice and challenge of follow-up service for young offenders leaving reformatory education. A questionnaire survey was used to collect data from 35 organizations. The results show that: (1) service methods are mainly based on phone calls, visiting homes and Internet; (2) main service items include emotional support, job search, school guidance; (3) difficulties in practice include lack of changes and cooperation, building relationships, high case loading, lack of outcome indicators, limited categories of services, and restriction of employment market. Lastly, the results suggest that: (1) elaborate service guideline; (2) enhance the professional supervising system; (3) design core competence-based training; (4) develop evidence-based service; (5) integrate the resources of follow-up service.
