資訊通信科技與犯罪率之實證研究

本文使用台灣2004-2010年的縣市別動態追蹤資料,估計手機、電腦及網路所代表的資訊通信科技對於各種犯罪率的影響。在研究方法上以合併迴歸模型和固定效果模型進行估計,並加入時間虛擬變數以排除特定年份造成的時間效果。在控制經濟、社會及人口等變因後,我們發現資訊通信科技對於整體刑事案件及其下的竊盜犯罪率有正向關係。特別是在普通竊盜、詐欺背信以及違反毒品危害防制條例等犯罪率皆因資訊通信科技發達而提高,對於其他犯罪項目的影響則皆不顯著。此結論顯示通信技術發達對於犯罪率的影響主要集中在提昇交易效率、擴大接觸被害人甚至竊取資訊通信器材本身,在未來的犯罪防制上也應該從這幾個面向著手預防。

 

英文摘要:

 

This article investigates the impact of information and communications technology (ICT) on various crime rates with 2004-2010 county level panel data in Taiwan. We apply both OLS and the fixed effects model,effects controlled for variables regarding economic, social and demographic structures. Also included in the models are time dummies so we can rule out specific annual effect. The empirical results show that there is positive relationship between ICT and crime rate and theft rate. A closer look reveals that ICT has positive impacts on crime rates of common theft, fraud, and violation against narcotics act, but it has insignificant effects on other crimes. This conclusion implies that ICT influences crime rates through transaction efficiency enhancement, broader contacts of potential victims and it even serves as the target of the crime in the case of common theft. All acts in future crime prevention should take account of these findings.
