從台北市警民對犯罪預防工作之認知與評價論犯罪預防策略之規劃

Crime prevention has been the mainstream of crime reduction policy adopted by many countries in the past decades. Although a wide variety of reasons contributing to crimes were explored and discussed, and the police, by themselves, can not accomplish the mission of crime reduction, it becomes more crucial for the police to teach and assist the community the method and facilities to avoid or reduce the risk of victimization. This study, aims to evaluate and investigate the effectiveness of the policies and strategies of crime prevention adopted in Taipei since Mayor Ma Ying-Jeou took over his post in 1998. The ultimate goal is intended to modify and draft a more adequate and effective policies and measures of crime prevention so that crime can be reduced and the quality of life be enhance. In order to reach this goal, the researcher implements several methods, including: literature review, questionnaire survey, and secondary data analysis, in addition to the 30 years’ policing experience of the researcher. Crime statistics of Taipei and the other five metropolitan cities/counties in Taiwan were analyzed and compared, questionnaires were distributed to police officers and citizens of Taipei in order to obtain their perspectives and perception of crime prevention adopted by Taipei Metropolitan Police Department in the past years.
