With the global emphasis on environmental governance, the United Nations held "Earth Summit" in Rio, declare that the environmental governance should actively implement "Think Globally, Act Locally". However, faced diverse and complex governance environment, the government urgent need to think how to allocate and integrate limited resources, via the model of public-private partnership (ppps)to raise the support of citizens and the willingness to participate on environmental protection, thus creating the three foundations of environmental protection, economic development and fairness and justice. Tainan environmental alliance is a cross-sector collaboration organization, that composed of environmental protection agencies, prosecution service, police units and the private sectors, through ppps mechanism to combine the advantages of cross-sector, complement the functional inadequacies, to generate a virtuous circle of positive interaction. The local government also declared its determination to prevent environmental crime, and expect the alliance can much deeper in Tainan, to achieve a more comprehensive and complete control. In this research, uses a model of collaborative governance of Ansell & Gash as a framework, to explore what factors make Tainan environmental alliance succeed in public-private partnership? And hope through this research to establish institutionalized the Tainan environment alliance to shows the synergy. This research choose in-depth interview and select eight respondents among environmental, procuratorial, police and the-third sectors to explore and explain the possible factors that affect Tainan environmental alliance success or not.
