The main purpose of this dissertation is to analyze the policy making process of crime prevention planning of Police Agency, Taiwan, and their problems by using case study of ID imprinting on motorcycle program between 2006 and 2008. This dissertation establishes a model describing strategic planning of policy agencies and adopts Mark H. Moore’s strategic triangle framework of Value-Capacity-Support (VCS).In order to clarify the policy making processes, value, and support of the program, 17 polices who are in change of “ID imprinting on motorcycle program” have been interviewed. This dissertation also conducts a survey of 540 polices involving in the program to analyze their perceptions on dimensions of VCS and to test the validity of VCS model on empirical study in Taiwan. This dissertation concludes the following results: 1. The ID imprinting on motorcycle program has received positive feedbacks from police officers in terms of theft prevention. This program can make a greater achievement through increasing the prevalence of ID imprinted on motorcycle and enhancing the stolen motorcycle investigation, because reducing criminal targets and enhancing monitoring can decrease the cases of motorcycle theft.
